Here is the obituary for the mother of Terry Anne Dowe (nee Langille).  At first glance, it doesn't seem to help link her to any Dowes... but it may be useful if further clues surface.

LANGILLE, Shirley Marie - 67, Tatamagouche, died August 7, 2003, in Lillian Fraser Memorial Hospital, Tatamagouche. Born in Wallace Ridge, she was the daughter of the late Archie and Ida Taylor. She was an avid card and bingo player. Surviving are son, John, Charlottetown; daughters, Terry (Joey Metcalfe), Helen Selig (Tony), both of Truro; Mary-Lou Chambers (Allan), Cole Harbour; six grandchildren; three great-grandchildren; former husband, Charles Langille, Malagash. She was predeceased by grandson, Joseph. Visitation will be 2-4, 7-9 p.m. today with funeral service 2 p.m. Saturday, Rev. Morley Bentley officiating, both in Coulter's Funeral Home, Tatamagouche. Burial in Bayhead Cemetery. Memorial donations to any charity.

I copied this obit only for the "DOWE" surname although I cannot make a
connection to the Parrsboro Shore Dowe's as her possible two previous
hubby's first names are not mentioned.

Dowe, Terry Anne (Langille) - 50, of Truro, passed away February 15, 2015 at
home. Born in Tatamagouche, she was the daughter of Charlie Langille,
Malagash, and the late Shirley Marie (Taylor) Langille. Terry is survived
by her companion, Joseph Metcalfe; her daughter, Tina (Doug Olsen) Falconer;
son, Gary Falconer; grandchildren, Gary, Jasmine, Marshall and Christina;
brother, John; sisters, Helen (Tony) Selig; Mary Lou (Allan) Chambers;
nieces, Autumn, and Kayla; nephews, Tyler and Adam; step-mother, Gladys.
Besides her mother, she was predeceased by an infant son, Joseph. Cremation
has taken place. No visitation by request. A funeral service will be held
11 a.m. Saturday, February 21 in Coulter¹s Funeral Home, Tatamagouche.
