Dorothy Jean Gogan
1926-2013
Dorothy Jean Gogan passed away peacefully on Monday, October 21, 2013 at
the Beach Grove Home, Charlottetown, PEI. Dorothy was born in River
Hebert, Cumberland County, Nova Scotia on April 19, 1926. She was the
daughter of James and Mary (McManaman) Gogan.

Dorothy graduated from the Highland View Hospital School of Nursing
where she went on to be Night Supervisor. She began her career as a
Nursing Officer in the Canadian Armed Forces in 1953, gaining experience
and responsibility over the years as a Nurse Practitioner, Health Care
Administrator, Director of Nursing Services, Nurse Educator and
Personnel Administrator involved in the selection, training and career
development of other nursing officers. During her time in the Canadian
Armed Forces, she served as Director in several Canadian Military
hospitals including Valcartier, QC, Quebec City, Vancouver, BC,
Wainwright, AB, Kingston, ON as well as in Lahr and Isserlohn, Germany.
After 28 years of service, Dorothy retired with the rank of
Lieutenant-Colonel in 1981.

Dorothy was an Officer of the Order of Military Merit (1978), which
recognizes outstanding meritorious service in duties of responsibility
displayed by men and women of the Canadian Forces. In 2007, she received
a Minister of Veterans Affairs Commendation for her commitment to
preserving the history of the Nursing Sisters for future generations and
for her significant contribution as a Member of both the Canadian
Pension Commission and the Veterans Review and Appeal Board.

Dorothy was appointed to the Canadian Pension Commission on March 1,
1985 for a 10-year term and was subsequently appointed Deputy Chair of
the Commission in August 1991. She was appointed to the Veterans Review
and Appeal Board upon its creation in September 1995 and served as a
permanent Member until her retirement in 1996.

Dorothy was also well-known for her contribution to her community, and
in 2010 the Veterans Review and Appeal Board established the Dorothy
Jean Gogan Award recognizing lifelong dedication to caring, commitment
and compassion.

Dorothy was predeceased by her sisters Margaret (Robichaud),
Peterborough, ON and Shirley (Hubbard), Amherst, NS. She is survived by
brothers Robert, Truro, NS, Richard, Amherst, NS, and sisters Norma
(Maxwell), Sackville, NB, Beverly (Atkinson), Paris, ON and Bette
(Douglas), Amherst, NS.

The family wishes to extend a special thank you to the staff of Beach
Grove Home for their outstanding care and love shown to Dorothy over the
past 5 years.

Funeral arrangements have been entrusted to Belvedere Funeral Home in
Charlottetown, PEI. The service will be held on Friday, October 25, 2013
at 10:00 a.m. in St. Paul’s Anglican Church, 101 Prince Street,
Charlottetown, PEI. A reception for family and friends will be held on
Saturday, October 26, 2013 at 2:00 p.m. in Campbell’s Funeral Home.
Immediately following, there will be a graveside service at the Amherst
Cemetery.
